    1. net neutrality

    The Net neutrality corpus has been originally developed by Cheng et al. (2012), then revised and used in Takayama et al. (2013, 2014, 2015a, 2015b), Ishita et al. (2015).
    The earlier version of this test collection (smaller subset and different set of human values) was used in Ishita et al. (2010).

    We would like to thank Scott Block for serving as the second annotator for this project and Ping Wang (University of Maryland) for leading an earlier collaborative project which helped to spur to the development of this project and team.

    2. nuclear power

    The Great East Japan Earthquake occurred on March 11, 2011, damaging the Fukushima Daiichi nuclear powerplant. After this disaster, the safety of other nuclear power plants received extensive discussion in the Japanese mass media. The resulting debate over the safety of nuclear power implicates a broad range of human values.
